The rev limiter can't help you on a downshift. It'll prevent you from doing what I did to an '88 Porsche 911 Turbo 4spd the first time I played the original Test Drive game on my Commodore: Flooring it in neutral and blowing the engine, then getting it in first, gunning it and blowing another engine! 
The rev limiter is for when you don't shift in time. If you downshift to second at 80 MPH, the engine's shooting up to ~10K RPMs, no if ands or buts...
