Your prior tests seemed to confirm fan low speed was working so resistor must be ok. Not familiar with one fan setup but with two fans resistor is mounted to fan shroud at bottom, driver's side.
IIRC a recall added an overcurrent device to early fans at the fan motor connections, perhaps that's the device you are measuring. Zero resistance would then make sense.
