When I lived in off-base housing at the former Carswell Air Force Base in Fort Worth, Tx, we had a house right next to a major 4 lane highway.
My dad and I would sit on our porch swing and watch the light turn red and about 6 or 7 people EACH time run the light.
Here in Charleston, SC people can't drive either. I can't tell you how many times I have almost been hit by people not yielding when they exit the interstate, or they can't figure out how to stay in thier lanes in a two lane left turn, or the people in trucks and SUVs here that like to bully us in smaller vehicles. They get really pissed when I don't back down.
The only time I have actually been hit though was a 70-something yr old retired Air Force officer backed out and hit my car at the comissary because he didn't look back to see my car out there.

The BIGGEST problem on this base, and BlackIce wil tell you, these people don't know how to stop at stop signs. It's gotten worse now because they are tearing down our old gates and building up new state of the art ones. So they are putting up new stop signs and changing the base's only stop light every day. They haven't figured out yet that you must STOP when the red light is flashing and you are supposed to take CAUTION when the yellow is flashing.
We almost got hit the other day because they put up a new stop sign in front of the base gas station and some woman ran it as we were turning onto the street. We have the right of way even though we are turning onto that street because of the way traffic is right now. It's just crazy and I am going to email the base commander and tell him he's got to have Security Forces do something different in that specific area.
