As long as the pedestrian is in a cross walk you have to yield no matter if the light is red, green, purple, etc. Now, if they aren't in a crosswalk and step off the curb in front of you, that's a different matter as they can be ticketed for jay walking. So, in the vast majority of cases though, the pedestrian is not at fault.
