As long as the pedestrian is in a cross walk you have to yield no matter if the light is red, green, purple, etc. Now, if they aren't in a crosswalk and step off the curb in front of you, that's a different matter as they can be ticketed for jay walking. People need to realize that they dont though. I bike ride everyday for a few miles doing papers and all, at streets where I cross I stop and let the cars go, I dont just ride on though even though I may have the right of way. If I wouldnt have stopped a few times at streets then I would have been hit by a car and it wouldnt have been my fault. No big deal though, I know as a driver you arent always looking out for people walking.
That is just plain dumb to think that cars look out for people walking or on bikes all the time.

As for in a car, if the crosswalk says "Walk" then they do have the right of way, and that is about the only time they have the right of way. They need to look out for cars.

I'm not saying that drivers dont have to look out at all, or that people walking dont have to look out, it is the responsabilty of both people to make sure they dont hit each other.
