Fuel pressure should fall to 35 - 38 psi. when the engine starts. If it does not the engine will flood. If this is the case I would suspect the fuel pressure sender on the far end of the supply rail first.
Agreed..it usually can be seen below the throttle body connected to the fuel rail. Take a look at that.
