That's #1 reason for the 98/98.5 split. #2 was to realign the trim lines to match 1998 Taurus and Escort.

#3 is the black versus teardrop antenna base ... a bunch more too, although it is becoming increasingly apparent that there were a lot of interior pieces left over and used for the 98.5 model.
so which antenna base did the 98.5s have? mine is black, but im not sure what you mean by teardrop. i believe i have a 98.5 if the VIN translator is correct but i do have a dash clock.

98.5 and up has black antenna base.
The 98 had this "teardrop" beauty (credit auiotour for pic):
