He had some hostages but he traded them for a motorcycle to get away and the police had an unmarked car pull out in front of him.

You're leaving out the part where he took hostages and threatened to kill them if he didn't get his bike.
Reminds me of an incident in Mexico or South America (can't remember which) where a guy held up a business and took hostages. He demanded a getaway car, so what did the Policia provide? A pre-98 Mondeo! He got in the backseat with the hostages, and out of nowhere the police swarmed the car, pull the hostages out of the way, and opened fire. Things are just done differently in different parts of the world.

The police didn't get him before hand because he said he had a hand grenade. If they shoot him before the getaway, he might be able to toss the grenade at innocents. The police gave him one outlet leading to the intersection, which they had cleared & were in complete control of, no civilians in harms way if the explosive went off.
Because of the grenade threat, the police had to do something sudden & devastating so as to disarm or dis-orient the cretin long enough to take him into custody. Excellent tactics, I must say. Minimal exposure to the police themselves as well.
Must be that jumbly-wumbly thing happening again.
