I agree with your first point... but not with your second.
I guess I'll have to give the standard liberal response of "It doesn't do enough and it's too expensive". And, no, I don't see how those are contradictory statements. Throwing money at something doesn't necessarily do anything to solve the problem. This is especially true when talking about the government.
I do give Bush credit for effort on that part though. I don't think there really is a good solution to the particular problem of an exponentially growing senior citizen population mixeed with exponentially growing prescription drug costs.
