On my car the fans come on @ 211 degrees. That is like I said Just above the "L". As for overheating though? Make sure there is no air in the system. I solved my problem by changing the Thermostat housing and all the sensors. Easy repair and it can be done and cleaned up from in under an hour. Shouldn't cost more then $150 if you do it yourself. Should really be less so shop around for the parts if you choose to go this route. Again. I'm making the assumption this is the Zetec.

The waterpump in on the drivers side, remove the front engine cover and you'll see the belt there on the right. If you remove the battery, you'll have easy access to DIY. Make sure you get a white plastic impeller model NOT the black. If they have metal, that's okay too. But I prefer the white impeller version. Get a new waterpump gasket too.
Are you good with your hands? If so, one look at the waterpump and you'll figure it out.
If the pump is bad once you remove it there might be shards of the old impeller right there in the pump opening. Fish them out as best you can the install the new pump and immediately go to a shop or DIY if you can and powerflush the cooling system to remove any smaller impeller pieces you see.
The cooling fans might not be going on since the system if overheating too fast. The coding of the computer isn't keeping up with the rapid temp rise.
