That could be described as "spider cracks"?
If that's the case you'll find them deep and would take alot ot sand down far enough to get rid of those cracks. Can you only see them up close? If not you might need a finer grit or (If you haven't already) get some Meguires Plastic Cleaner/Polish or ScratchX.
