UPDATE:
I take the car to the dealership and have them check it out, since they just did the wire harness recall. They say that its only putting out 12.28....i knew that. They also say that the alternator is bad after checking the wiring and the grounds. The thing is that I just changed the alternator and tested it twice (once after the initial install and then i took it out and retested it on a bench test). So the dealership says that they need to get in there to be able to further test/inspect. I said they could as long as if the alternator is good, they don't charge me for any of it.
I think that this is a fair deal. Comments/suggestions?
