I have snows (for the winter) which do not show this feathering, but I did get the car re-aligned just after switching over to the snows. I got the service guys to print me out a copy of the settings prior to the realignment and it was off. I have no real reference to know that what I had was marginally bad, or really bad.
I have been pretty religious about rotating the tires. feathering would be a toe problem...cupping of tires would be suspension (shocks,struts) since you have 63k miles on the car getting a new set of struts wouldn't hurt
