Because electronic has a stepping motor. And does not send a vaccum/boost reference to the wastegate till desired boost is reached (ie: the wastegate will stay closed until desired boost). Manuals do not do this. They slowly bleed vaccum/boost to the wastegate. therefore slowly creeping open the wastegate.
I will explain in full detail later. I will make diagrams for each to illustrate what i am talking about.
