Then add the Torah, Bhagavad Gita, Tipitaka, Book of Mormon, the holy book of Scientology, the governing doctrine of the Heaven's Gate Colony, and any other religion, legitimate or wacky, that wants representation.

Its completely impossible to make everyone happy, and its easier (read: safer, politically) to leave everything off. Failure due to misaction is much more damaging than failure due to nonaction, at least in political circles.
