Looks like Linux, but you can get the Mac OS X dock on Windows 2000 or XP as well.
Mobydock is what you want to install.
I use it, it's fantastic. With the taskbar hidden, it really cleans up the desktop:

well I have a dual monitor set up and at home the second monitor it to my left, just like when i am at school I keep winamp,tv, etc open on the second screen  heres the layout from the end of school
