its bolted on from inside the trunk lid, i think there are 6 nuts that need to be removed, and it should come right off.

so do i just tape it up and spray it? or is there a way to get the reflector off of the the license plate thing. i have the whole "unit" not sure what to call it off my car.

leave the plastic on and just rough it up w\ some 600 grit, tape off, and spray.

Yes, it's all one "unit" First time I painted the reflector, I taped off my chrome and the lower plastic thing, then the Paint got messed up so I had to redo, and decided to paint the Ford oval in the chrome, and relocate my SVT badge, and to also paint the plastic. I like the painted plastic, makes the back look more like one piece instead of 4. There should be some pics of it in another reflector post from a week ago or so.

yes remove it from the car then mask off to work on it. if u somehow do it on the car cover the whole rear. obviously removing the reflector would be easier
