Surprised no one has mentioned it yet - SRT-4. Meets most of your requirements, except FWD. Unfortunately, no employee discount that I am aware of yet on those. Still in your price range, though.
Incentives are down on the Mustang for some reason, yet they are not selling well. In December, I almost bought a $31k 2003 GT Convertible Premium for $21k. There was $5k in rebates at the time. I think 03 has $4250 and 04 has 3250 which puts a GT coupe in your price range. Not the same size as Contour, though.
If you are interested in leasing, I think I saw an advertisement for a Crossfire for $230/mo for 39 months if you put down $3k. Some rediculous DCX leases going on right now. You could do a zero down 24 month lease on a few vehciles for under $200/month and save up your cash for an Evo when the lease is done. I have seen Liberty, Stratus, Ram 4x4, PT Cruiser, Wrangler, and Dakotas for under $200 lease zero down 24mo leases advertised. I almost got a Wrangler lease last fall which has 4wd for winter and removable top for summer.
Employee price on base Magnum SXT (3.5L) is $23,500 plus tax, minus $1000 rebate if you use Chrysler Financial and your $3000 downpayment puts you in your payment range. Save up another $3.5k for a base RT. Leasing should be even less, but I have'nt heard any numbers. Or, you can lease a base 300C with minimal down in your price range and feel like a pimp.
