I've seen two ITRs at KCIR getting ~14.6s@96mph with pretty decent 60 foots. These cars weren't gutted and the only visible underhood mods I saw were CAIs, header, and shiny good sounding exhausts. I guess they could have had cams, but I've heard B18s with cams and they're pretty lopey. The way these ITRs sounded lead me to believe they were not running cams. Both ITRs were owned by older gentlemen who definitely had the cars set up for auto-X. From what I've read, the ITR is the benchmark for the best handling FWD chassis.
