Was there a green left arrow when you made this left turn? If not, then it was a YIELD to make a left turn there then. Here in California theres always a green left arrow when you want to make a left turn. Withtout this left green arrow youre on your own to make a left turn when its safe. I cant say whos fault it is here until the above questions are answered.
