Getting SUV drivers to pay more per gallon for gas would simply never happen. However they should pay more in taxes as they put more strain on the road network.

China's economy is pretty abusrd as of late. But there are massive problems with their banking structure, similar to what happened with Japan. Their electrical grid isn't doing all that well either, so I wouldn't be suprised to see either one of these put a BIG dent in their economic growth in the next few years.

Yup, enviromental regulations. It's still generally cheaper to have it shipped in refined from a country that isn't as eco-friendly than to build a refinery here that would be tree-hugger approved.
