It would allow some cooler air yes, but the ramming effect would be nonexistant because any increase in air pressure would just escape out through the outer air filter rather than being forced into the engine.
If it was a closed element like the stock SVT intake then it might work, but I doubt it would be noticable. I tried this once on my probe and used the same flexible dryer vent tubing. The only time I noticed an improvement was when driving in slow moving traffic since my engine was getting outside air rather than the hot air under the hood.
You will however notice all kinds of crap in your air filter though, (bugs, dust, whatever you've driven though) take the hose off after a week and see what you've collected.
