I think someone had this before, their timing belt became streched out and and messed up the cam timing.
I think a new timing belt would fix it.
Sorry but no, the VCT solenoid has burned out or the wiring has a fault.
Use a meter to check the VCT coil at the connector on top of the valve cover. If it is open, it should be replaced.
