I have no fcuking idea how you're going to afford any sort of '99+ Honda, Civic or Accord, as the resale value on all Hondas are incredible. Especially since you say you're 19 and have a love affair with fairly large chrome wheels that would look at home on a CAT dump truck. 
I just took home a 1998 Ford ZX2 last month for $4898 from the dealer, cash. My insurance went DOWN, incredible since my previous 1-month vehicle (to replace the long time Kia Sedona I was piloting) was a 1987 Toyota Corolla FX16 hatch that had 220,000 miles that cost me $100. Furthermore the ZX2 is bright red, not exactly the favorite color of insurance companies. 
Consider what most people on here have said. If you don't want to follow 99% of the entire youth population of the world, stay away from Honda. There's no way you'll get anybody's positive attention piloting an Accord on 19s. A Toyota Corolla will last you forever (mine had just sprouted it's first oil leak in 18 years right before I sold it) but they're not particularly fun and I wouldn't use any Toyota product to impress the girl next door (unless of course you can find a '97 Supra that hasn't met the crusher).
My vote goes with most people on here. You'll be right at home sitting in the driver seat of a Focus ZX-3 or -5, or even the ZX2. Not to mention, right off the lot, you'll be using your mirrors to see all the Civics and Corollas you've left behind. I settled for the ZX2 because there were no ZX3s in the same price range that hadn't had serious problems, and a CSVT would've raised my insurance. 
Even if you don't take any of the advice here, stay away from Chevrolet Cavaliers. The only thing worse than a Cavalier is a Cavalier on 19s.
