You seem to forget who is the largest, highest technology, smartest, and most powerful military in the world.

In some places in the world, you steal bread you lost your hand. In the U.S. you steal bread its like, uhh here is your first warning, it was only bread. Who do you think would have more crime, the people who cut the hands off or the US. The US would have the higher crime. When there is harsh punishment for small things and large.
