I believe that the truck driver was attempting to back out into the street, however he had basically backed out about 10-15 feet into the road and stopped for who knows why (maybe he saw people swerving around him?). I was going about 35mph which was about 5 under the limit. I had a few car lengths between me and the minivan in front of me. I usually drive much more agressively, but I was just kinda cruising to work. It wasn't a parked truck on the side of the road, it was a flat-bed semi attempting to back out into a busy two lane road. It was one of those instances where I couldn't see the truck until the car in front of me moved out of the way. My first thought was that the minivan was swerving around an animal or something. Luckily, I was paying pretty close attention and started to swerve almost as soon as I saw the car in front of me do so, otherwise I would have driven straight into the back of the semi which would have put the flat bed right into my front window at about eye level. Not good...
I am more pissed at the guy's attitude than the damage. He should have driven up the driveway, turned around and then turned on to the street facing forward. There would have been no safe way to back up on to the street in this circumstance. Anyway, I really don't see anyway to get a resolution to this seeing as I didn't actually hit the truck and there were no witnesses except for the minivan which drove off. Oh well...
