I don't know what the legal limits are for rear glass, but as long as THAT will pass... roll your two front windows down, and then remove the fuse the operates the power windows.... It isn't ILLEGAL to NOT have side-front windows.. It's illegal to have TINTED (too dark) side-front windows..
That's what I did, after receiving a failure due to tint.
