GTP's have run as high as 14.3 stock; I can see 14.5 with some sticky tires and a sub 2.0 60ft. Our w-bodies are just as hard to launch as the CDW-27's, but thankfully we've got a lot more weight up front to assist in the act (and a lot of folks have LSD's to get the act done a little easier, without being so hard on the transaxle).
If it was a coupe, more than likely the 14.5 was achieved with an intake cone (instead of stock airbox) on a decent launch. That alone yields about 5-8fwhp on our cars. There are plenty of mods out there for them, but if he's only in the mid 14's I doubt he has anything other than a couple mild bolt-on's.
13's in a GTP is 4-5 bolt-ons: 3.4" pulley, CAI (intake), better-flowing exhaust and u-bend delete (i.e. better flowing exhaust), one heat range colder plugs (for reliability--detonation is common with mods on this car, and most people don't care enough to be preventative), a 180degree or lower thermostat, and of course a chip/PCM to better utilize those mods (which also allows 3 to 1 downshifts on our slushboxes, as well as raises the governer allowing our cars to hit their ~160mph top-speed on 2.95:1 gears).
