I don't think it is saying they are better, it is trying to say that they are a viable engine option and shouldn't be considered "antiquated".

Personally, I find HP/L to be the most useless spec in the world. I prefer HP/LB (just the engine) where pushrod V8s like the LS1 are among the best options available.
