Pull the wheel and drum off for inspection. Most likely you have a leaking wheel cylinder. It would be wise to replace both wheel cylinders if one is leaking. If the fluid has soaked into the brake shoes, you will need to replace them too. If the shoes need to be replaced, they must be done on both sides, not just the leaking one and the drums will need to be machined.
