sounds like you have what my 96 contour had: a new window regulator(comes with motor and other parts that hold the cable to let the window go up and down).. on mine the cable came out of the pastic casing (kinda bow shaped) and let the cable fray and the cable got caught and then window did not go up or down.. just did the same thing as you described.. i had to get the Haynes Manual at auto zone for my contour to tell me how to take the door apart to get to the window regulator(cost of regulator was about $120.)..
without the book i could never have guessed how to get to it.. and i have been working on cars for about 35 yrs....
