When you cleaned the engine bay you covered the filter correct?

The hissing from the intake is normal, as it is an open air element, so you will hear the engine trying to "suck" in the air. Hesitanting or stumbling could be causes by a plug going bad, maybe a bad plug wire, but if this only happening after a run, then shut down, I'm wondering if the car is flooding? I can't really say without seeing it or hearing it.

what about the water? I didn't have this problem until after I washed the engine..?
plugs are new as last summer, double plats

Ya soaking your air filter with water is a big problem and is causing all the hesitation. Dry it out good and put your old one back in while it is drying. The CEL is not related to this new problem I'm sure. Like Chris said the sucking air sound is normal but usualy not at idle.

this is why I shouldn't do perfomance mods, cuz I'm an idiot and don't think of these things...
oh yah, how long will it take to dry? couple days? cuz I tried starting it this morning and it was still [censored]

If you just use a hair dryer you should be able to get the water out without having to reinstall the old setup.
