They don't have diagnostic tools for a mid-90s car??? Glad to see ford dealers suck in all countries not just the US.
Anyways, plug wires, fuel filter, pcv valve, and ignition coil are a few things to start with. Also check the plugs to make sure they're still good and gapped properly. I would then look for a vacuum/exhaust/intake leak after doing those things.
