depends, I thought this at first also. there are rubber o-rings at the bolt locations that get pinched when you tighten the cover down, if these are old and dried out the cover will start leaking like mine did after i openned it when changing the timing belt and reused the seal
yes you tighten the cover down from the middle out but don't go to the torque spec right off, you have to work up to it so that the cover remains parallel to the head, take you time when bolting it down
