Check the status of the secondaries by simply hooking the car up to the computer (as if testing a CEL warning)?

You mean see if they're opening or closing? Or check the airflow through them??

If they are opening or closing you can look physically and see for yourself.

Airflow.... I suppose you could by measuring some engine parameters. The whole purpose of the secondaires is to provide sufficient airflow for higher RPM operations....

Well, maybe that's the problem. I honestly don't know how to tell. I plan on bringing my car into a dealer for a checkup (checking on a different dealer's repair work after an accident). Right now, it seems a bit sluggish and my only guess is that the secondaries aren't functioning properly.

If you look on the drivers side of the engine, under the Throttle body, sort of in the Vee of the engine you'll see the IMRC (the linkage that opens and closes the secondaries) Should be a metal wire about 1/8 or so inch in diameter. With a few kinks in it. With the engine running, look at it and rev the engine above 3800 RPM. You should see that linkage move back and forth. If it doesn't, then the acuator is broken. On 95's it's vacuum operated I believe and every other year it's electric.

Yes, the operation of the IMRC can be monitored by either the NGS or the WDS. I think you probably do not need such a tool though since you can check it visually as those above have posted.
