Determine what your mileage may have been when the actual recall was made.
You probably had more than 100k miles at that point in time.
Then go into your dealer and see if they are willing to work with you on doing the recall.
Since the car is useless to you without a new wiring harness,
And it is a fire hazard to drive without it,
maybe you can just pay for the harness, and let them install it for FREE ?
Another option would be to contact your INSURANCE BROKER.
Maybe you can get it repaired and only pay your deductible ?
