If your steering wheel shakes at high speeds it means you need a wheel balance. Mine does it to at like 65-85, I know it needs one but am waiting till it needs a roataion.
Anyways I would take it back and say you want it rebalanced.
Secondly Pep Boys does NOT use torque wrenchs to tighten lug nuts, I have seem just use an impact gun and get it tight and send the car on its way.
If you want them torqued correctly you will have to it yourself, you can rent the tool for Autozone for a $15 deposit I believe and then return it and get your money back.
