I DID search, and i found a few threads, but no solid answers. I have, just recently, begun hearing a whining, almost like a turbo or supercharger. It is louder inside than out, b/c the engine noise makes is very hard to hear when under the hood, but it seems to come from the serpentine belt. It happens all the time, and varies in pitch and intensity directly proportional to engine speed. Has anyone found, for sure, what it is, and, more urgently, has anyone heard this noise before some part (alternator bearing?) failed?

Sounds to me like it could be the power steering pump which is nestled in the vee of the engine or the idler pulley forthe serpentine belt. Ford's power steering pumps are always noisy. The idler pulley also makes the noise you describe when the bearings start to go. There's plenty of posts on this if you search using "idler pulley" or "power steering pump" as the search argument.

I've noticed, when the car is cold and I accelerate I hear the whine, it sounds just like a turbo or SC. It doesn't sound like a broken component, just like a very precise whine.
I wonder what is is? Like you said power steering???

It's called a DOHC engine. All Duratec's do it.

Agreed, I had this problem on my 95, and it was my P/S Pump. Check your fluid, and let us know.

I agree it sounds goo, but it's also:
A) A little annoying after a while B) Not an actual blower C) Not supposed to be happening?

I fooled my friend in another car. He thought I had a supercharger and a manual transmission. The transmission part comes from my massive slip in between gears 1 and 2 under heavy acceleration. So think of these minor quirks as Ford's way of getting the ricer crowd to buy their cars.
