I've never heard of it going up in only FM mode and not CD-ROM mode... but I'm no expert.
Mine goes up whenever I turn the radio on but I'm powered from my amp turn-on wire instead of the orange wire on my HU...
Good luck, I'll have to mod mine if it turns out the orange wire only turns it on when you're in radio mode.
