Well as far as what many officers DO, speeding is probable cause... so to me it's probable cause. Regardless of whether it is SUPPOSED to be or not... And a friend of mine was searched one day because he "matched the description",,, his truck is the only one in town with its paint job (stock, but still only one in town with its color combo) and he was searched.. So they can say anything they want. He didn't consent and made them get a warrant first, which took like an hour. In any case, you can be searched any time for any "reason", if you don't give consent they can get a warrant if they really feel like it.
