Absolutely true. Now, speeding along with not giving consent to search can be turned into probable cause by a creative cop and a malleable judge, but plai ol' speeding isn't probable cause.
I wish this was not true but I belive you on this one. I most likely was skating on thin ice the last time I got stopped (for expired registration) when I refused all 3-4 times the cop asked to search my car even when he threatened to have my car towed because I did not have current registration(and even my expired registration was [censored] between what I had in my car and what was in the DMV/cop computers).
