Vacuum leak in Heater / A/C module
Damper actuactor broken
Damper Actuator disconnected
Serpentine belt missing
Serpentine belt broken
The Car doesn't have A/C and the owner didn't know it

These are not in any particular order.

I might of missed one or two, but it is probably one of these issues.
