Here's an idea -- when a spotlight is being shined into you mirror -- don't look at it.
You'll get no sympathy from any of his superiors by complaining about the light, it is there for the Officer's safety. If he deemed it necessary to leave it on, he can leave it on as long as he likes. More than likely he just forgot to turn it off when he was filling out the paperwork.
If it was that hard to merge onto the freeway with the light, stick your head out the window to look, or drive forward a little bit until it's no longer as blinding. You said yourself there was no traffic, and spotting oncoming headlights is not that difficult.
You were driving 18 over the limit. Don't complain about the Cop's attitude. He probably had a long day and there was nothing you were going to say that would change his mind if he caught you at 18 over. No reason to be chatty. Just pay the fine and move on.
The last thing you want to do is piss the guy off before you head to Court. File a complaint and you can be guaranteed he'll show up. And he'll definently remember your car in the future.

In court if the cop is not there you can plead not guilty and the judge will dismiss the case without question. If the cop is there you can plead "no contest" or "no lo". If you plead no contest you don't have to wait in court. You just pay the fine and nothing goes on your driving record. "No Contest" is the best option if the cop is in court. If the ticket goes on your driving record; you will have to pay more for auto insurance.
Cops can be @ssholes and get away with it because they carry a gun. I would not worry about the ticket because almost everyone gets a speeing ticket a few times in their life.

So I was supposed to close my eyes? And just sit there? What count to 1000 then drive away? I did NOT say there was no traffic, I said there was little traffic. I drove up some but I guess you don't realize how bright a spot light is. Like I didn't have a long day? I should feel sympathy for this guy giving me a ticket because he had a long day which includes taking my hard earned money. How about my day. I went to school, did some yard work then spent four hours with my grandpa whom probably won't be around much longer. Yeah I feel so sorry for this cop. I'll see how long I have to file a complaint, and I'll do it after the court date. And I hope he remembers my car, I sure will remember him and hope he never needs my help. See somebody beating him up on the side of the street, oo well...

No offense man, but you were speeding, they are not obligated to cut you any kind of slack, though most will in some situtaions. He did his job, which meant fining you for breaking the law.
I have had tickets dropped to a smaller fine, and I have been fined the full amount on some, either way I really had no reason to gripe, because I broke the law. I pay the fine and hope I dont get caught next time Some of the cops didnt talk and only said what was needed, which was cool, just get it over with, I didnt consider them an [censored] because of it.
I will agree that the spotlight would have pissed me off too, but I dont think filing a complaint will do anything.
Im sorry to hear about your Grandpa.

Been pulled over many times, I know exactly how bright a spotlight is. I'd say at least 50% of the time the light is not off when I drive away.

Why should he cut you a break? You obviously don't respect him or his work, and you definently won't get a break with that attitude. And you were blatantly exceeding the limit. Officers "cut you a break" when you're going 10 over and they don't pull you over.

Yeah, but he barely looked in the car, my right arm could have been pouring blood and he wouldn't have cared. He was just filling his quota, which makes him an ahole in my book. And I seriously saw spots the whole drive home, I don't see how that is considered OK,,, but whatever. Like I said before, what goes around comes around.

Well I was seeing spots the whole way home,, like I said that's real safe.  Fine, am I still supposed to feel sympathy for him? Trust me, cops around here don't have it THAT bad, people don't die every day in Albany on the roads, and rarely do the officers get shot at. No I don't respect him,,, I do respect other cops, and I work with a few. I don't respect him for reasons I have mentioned. I didn't wish pain on him, I just said if it's happening, I'm not gonna help him... He sure wasn't helping me out. I'm sure he read my mind too and decided he wouldn't give me a break after reading my mind. I am one of the most polite person you could ever meet, especially when getting pulled over and I did everything correctly (hands on wheel, car off,etc.)
I can take the punishment, I don't think the punishment should include being treating uncourteously (sorry I live in the south, I think you should be nice no matter what you're doing until you have a real reason not to be). I also don't think it should include being blinded by a spotlight. Well, yeah it bit me in the ass, and I'm sure the way he acts will bite him in the ass someday as well... This guy's job is to take my money that I am saving for college because I was going a little fast in safe conditions... I don't like his job,, so sue me if you don't like that I don't like his job. I'm pissed and I'm gonna do what I gotta do, whether you or the officer likes it. I sure don't like having a ticket. And I could care less about being mature while I'm a teenager.
