Actually, most states' Good Samaritan laws specifically state NOT to render aid to people, because your average citizen would only make a condition worse.

The only people who are required to stop and render aid are those that are trained to do so, i.e. it is illegal for a doctor to watch a major car wreck and continue on as if he saw nothing, or a cop to watch an assault and not attempt to stop it.

Citizens are required not to stop and render aid but to immediately call for assistance.
