The speed limit is variable on driving conditions.

The posted speed limit you see is what you're allowed to drive in low traffic, dry, day-time conditions.

It is at the officer's discretion to ticket you if conditions change substantially and he deems your driving too quickly.

You won't get pulled over for this often because a Cop doesn't want to deal with proving his case in Court. It usually comes up in accident cases, in which case driving 60 in a 65 can get you a ticket if it was absolutely pouring rain outside and you were involved in an accident.

This law -- called the Basic Speed Rule -- takes precedence over all the other laws governing speed limits.
