Looking at that car, I don't see how or why people would call it rice. It seems pretty evident to me that it's not designed as a normal road car, but as a car for some type of racing series. The fender coming up is an aerodynamic thing, as is the tiny mirror, I imagine that the things on that car would all be functional for a racing setup......
