The only cars I can recall having trouble with top speed have been older EEC IV's. They are limited to 127.5mph. The rest I always turned up. The highest you can turn them up to is 255mph and the hightest rev limit is 12,400 in case you were curious. Not much chance of hitting that.
The problem I think you may be having is that you are hitting the rev limiter beforet the shift. Which means you would be stuck in 3rd gear.

You hit the nail right here...
He must have O.D. off. That would limit the top speed to about 90 and bump the limiter.
What RPM are doing when you hit 90?

my dad had a diablo chip in his focus and it didnt work at all couldnt tell a difference so he took it out so in a couple months im trading it in on a superchip for my csvt i heard it does wonders for the csvt it gives you 20 horse 20 pounds torqe so your choice man

well the svt contours have a top speed of 143mph but with the super chip it raises the top speed to 156mph and its better for gas economy so i heard but yea

the only thing holding the SVT's top speed back is wind resistance. if that chip makes more power it might help the top end but I havent heard of steallar gains from those things. I dont want one cause it'd FORCE me to use premium gas...which I cant afford

You should use premium gas anyways. I don't see how you can own a svt and not be able to afford premium. I can afford premium but can't afford a svt.

He could also pull the chip out & run on regular all day long. When a race weekend comes along, chip it & fill up with high octane. Superchips makes it EASY.
Must be that jumbly-wumbly thing happening again.

Have a Diablochip in my Zetec.....no speed limiter, no limiter in nuetral or park, and rev limiter at 7300 rpms.

I don't see how being in 3rd is going to keep him from hitting the rev limiter rather than the speed limiter--the gearing (assuming a 1.0 3rd & 3.92 axle) is sufficient for 120+ mph.
On a closed track, my '95 V6/ATX had no trouble banging off the 112mph speed limiter with O/D off.
I'd tend to suspect secondaries...90 in 4th equates to 3500-ish rpm (and, oh, ~80hp available the wheels on a healthy V6/ATX), so with a right foot buried in the carpet they should be opened by this point. If they don't open, torque continues dropping like rats off a sinking ship, so aerodynamic drag and rolling resistance (~50hp of tractive effort needed at 90mph) will soon eat up what horsepower isn't squandered through the ATX.

You're supposed to use premium on CSVTs anyways.. at least that's what I've always thought. If not, I've been wasting alot of money at the pump.
