Hmmm... that's hard to say. I don't do much in the way of large-scale chopping, I mostly do resampling and basic editing of my own digital pics. From what I've read the GIMP is lacking many high-end features that would put it on the level of Photoshop. I would have to say overall around 7 or 8 depending on what you'd use it for (probably closer to 3 or 4 in a professional graphics studio), but there are more experience people than I who could comment on it.

we use The GIMP in my web design graphics class. it does 90% of what Photoshop can do. I just use photoshop at home because I am more familiar with it. If you have never used PS, go for The GIMP. You will enjoy it, and save money  ~Andrew

I tried to download GIMP but found no executable file. Looked deeper into what it was saying and it says to get GTK files, went there, but lost as to pango (pando??) and different requirements.
Is there a GIMP executable download? Is it for LINUX only??
Any free chopping software is very interesting, especially if it's 90% Photoshop.

Photoshop cs 8 and illustrator 10. was at one point for a class, now just for fun and the occasional website.
God graced us with intelligence, let's use it.

After a little looking around, I found the Windows GIMP installers here. http://www2.arnes.si/~sopjsimo/gimp/
And coming from someone who can't do ANYTHING in Photoshop, I like the GIMP a lot more.
