in ca they will check everything and fail you if they do not see something even if you pass the sniffer with flying colors. some people here have been know to gut the cats to solve the problem. but then you must make sure you tune it right. if it is done right, your car will look like it has precats, and smell like it has precats without actually having any. additionally any after market parts you put on your car (in cali) that even remotely deal with emisions must be c.a.r.b. certified or you don't pass. basically the epa is strangling cali.
