Light? What light? Have you counted how many lights there are in the instrument cluster?
The motor is not supposed to crank when the key is in RUN. That's what the START position is for.
You must have a magic battery cable if the engine will crank with the battery cable disconnected.
Please clarify including the engine, transmission, and year of your car.
